Minister of Agriculture, Senator Abubakar Kyari, Commissions New ARCN Facilities, ***Pledges Stronger Support for Agricultural Research

The Honourable Minister of Agriculture and Food Security, Senator Abubakar Kyari, has reiterated the Federal Government’s commitment to advancing agricultural research and infrastructure as a means of securing Nigeria’s food future. The Minister made this declaration during the official commissioning of the Veterinary Clinic, Fish Production Facility, and Central Store Building at the Agricultural Research Council of Nigeria (ARCN) in Abuja.

In his address, Senator Kyari acknowledged the presence of distinguished guests, including his colleague, Minister of State for Agriculture, Senator Ali Usabi Abdullahi, C.O.N, members of the National Assembly, ARCN leadership, and various stakeholders from across Nigeria’s agricultural sector. The Minister also called for a moment of prayer for a colleague who had been rushed to the hospital earlier, reflecting the solemnity and unity of the occasion.
The Minister lauded the ARCN leadership for their unwavering dedication to agricultural innovation and development, stating that their work plays a pivotal role in ensuring food security, empowering farmers, and fostering sustainable agricultural practices.

“Today’s commissioning of the state-of-the-art Veterinary Clinic, the well-constructed Fish Production Facility, and the modern Central Store Building represents more than just physical infrastructure; it embodies our shared vision for a vibrant and resilient agricultural sector,” Kyari said.
Senator Kyari highlighted the strategic importance of the new Veterinary Clinic, which is equipped with advanced technologies for disease surveillance and control. The clinic is expected to significantly contribute to improving livestock health, thereby boosting productivity in Nigeria’s agricultural sector.

“Livestock farming is a cornerstone of our agricultural economy. By enhancing animal health, we’re not only increasing food production but also supporting the livelihoods of millions of Nigerians who depend on this sector,” the Minister noted.

The Minister also emphasized the critical role of the newly commissioned Fish Production Facility in promoting sustainable aquaculture. Nigeria, with its vast aquatic resources, stands to benefit immensely from innovations in fish farming, reducing reliance on imports and providing affordable, high-quality protein for its growing population.

“The facility will serve as both a research center and a demonstration hub, equipping farmers with the skills and knowledge necessary to thrive in modern aquaculture,” Kyari said.
The newly inaugurated Central Store Building is designed to enhance the operational efficiency of ARCN by providing a secure and organized space for storing essential administrative materials, research equipment, and supplies necessary for daily operations.

“This facility ensures that ARCN staff have immediate access to the resources needed to perform their duties effectively,” the Minister stated.
Senator Kyari acknowledged that these achievements align with President Bola Ahmed Tinubu’s Renewed Hope Agenda, particularly the focus on food security and agricultural reforms. He noted that the commissioning of these projects came before the creation of the Federal Ministry of Livestock Development and the Federal Ministry of Marine and Blue Economy, highlighting the need for close collaboration between these entities and the ARCN.

“I have directed that all research institutes prioritize climate adaptation strategies, ensuring the adoption of climate-smart agricultural practices. We are committed to making viable seeds available and improving enrollment in agricultural colleges to produce the skilled manpower needed as extension agents to support farmers,” Kyari added.
The Minister announced the launch of the Renewed Hope Agricultural Technology Adoption Program (RHATAP), which aims to bridge the gap between agricultural research and practical farming. This program is a direct outcome of the 40th National Council on Agriculture and Food Security meeting held in November 2024 in Calabar, where ARCN’s proposal for the National Agricultural Technology Adoption Center was approved.

“RHATAP will revolutionize how farmers interact with modern technologies, equipping them with the tools needed to increase productivity and sustainability,” Kyari stated.
Senator Kyari pledged continued government support for initiatives like those spearheaded by ARCN, recognizing that achieving food security requires sustained investment in research, infrastructure, and capacity building.

“I am directing that the process for adopting ARCN’s radio and television platforms commence immediately to enhance service delivery and performance,” Kyari announced.

In conclusion, the Minister commended the ARCN for their dedication and excellence, noting that the newly commissioned facilities symbolize Nigeria’s commitment to a brighter, more secure agricultural future.

The Minister of State for Agriculture and Food Security, Senator Sabi Abdullahi, delivered a heartfelt speech during the commissioning of key projects at the Agricultural Research Council of Nigeria (ARCN), reflecting on the institution’s rich history and its crucial role in national development.

Welcoming the distinguished guests, Senator Abdullahi acknowledged the presence of Senator Abubakar Kyari, Honorable Minister of Agriculture and Food Security, alongside the Chairman of the House Committee on Agricultural Institutions, members of the House of Representatives, and other notable stakeholders.

“For me, coming here is nostalgic,” Senator Abdullahi remarked. He traced the ARCN’s journey back to Dr. Bukar Shaib, regarded as the father of veterinary medicine in Nigeria, who laid the foundation for agricultural research in the country. “Dr. Shaib was instrumental in establishing what we now know as the Agricultural Research Council of Nigeria. He championed the ARCN Act in 1999, which was signed by then Head of State, General Abdulsalami Abubakar. That’s why I emphasized the name ‘Shaib’—because his vision laid the groundwork for what we are witnessing today.”

Senator Abdullahi celebrated the ARCN’s progress, calling it the apex body driving agricultural research and development in Nigeria. He encouraged staff to remain committed to the Council’s slogan:
“Today’s Research, Tomorrow’s Wealth.”

He humorously conducted a litmus test, prompting ARCN staff to chant the slogan, underscoring the Council’s mission of transforming research into tangible national prosperity.

In his concluding remarks, Senator Abdullahi expressed gratitude to the Executive Secretary of ARCN, Prof. Garba Hamidu Sharubutu, and the entire staff for their dedication. He reiterated the government’s commitment to supporting the Council’s efforts in alignment with President Bola Tinubu’s Renewed Hope Agenda, particularly in advancing food security and other agricultural initiatives.

The Veterinary Clinic, equipped with cutting-edge technology for disease surveillance and control, is poised to play a crucial role in managing zoonotic and transboundary diseases. This aligns with global health priorities, particularly in the wake of recent pandemics that have highlighted the importance of monitoring diseases that can transfer from animals to humans.

Meanwhile, the Fish Production Facility signals a major leap in aquaculture research and youth empowerment. The center features recirculatory water systems, biofiltration units, and modern fish processing kilns, setting the stage for large-scale fish farming and processing. ARCN has already trained over 150 youths through partnerships with ECOWAS and CORAF over the past two years, and this new facility is expected to double that impact.
