Gov Otu Inaugurates New Head of Service, Reassures Retirees on Gratuity Payments

Governor Bassey Edet Otu of Cross River State on Monday reiterated his administration’s commitment to restoring the dignity of the state’s Civil Service, with a firm pledge to continue settling outstanding gratuities owed to retirees.
The Governor gave the assurance during the swearing-in ceremony of the new Head of Service, Barr. Orok Okon, held at Government House, Calabar.
Barr. Okon, who was appointed Permanent Secretary on September 19, succeeded Dr. Innocent Eteng, who retired a day earlier, leading to his elevation as Head of Service.
Governor Otu described the Civil Service as the “superstructure” for executing government policies. He recalled its golden era between 2010 and 2013 when no fewer than eight states visited Cross River to study its operational framework. He, however, lamented the subsequent decline and stressed that his administration is determined to restore its past glory.
“As we reposition the Civil Service, my administration will continue to prioritize workers’ welfare. Monthly salaries remain sacrosanct, promotions are implemented promptly, the yearly incremental step has been reinstated after eleven years, and importantly, we have structured plans to keep defraying outstanding retirees’ gratuities,” Otu stated.
He urged the new Head of Service to uphold professionalism, fairness, and competence within the workforce. He emphasized the need for proper record management, digitization, and regular staff training, insisting that service delivery must be anchored on equity, merit, and due process rather than favoritism.
In his response, Barr. Orok Okon expressed appreciation to Governor Otu for the confidence reposed in him, pledging to deliver on the Governor’s charge.
“The mandate you have given me, both publicly and privately, shall be implemented to the letter with your continued support,” Okon assured.
He further promised to brief the State Executive Council on details of the Civil Service reform agenda soon, pledging close cooperation with Permanent Secretaries and Directors. While admitting a few challenges remain, he noted that the service is still largely made up of hardworking and committed officers who will be encouraged and rewarded.
“I thank Your Excellency, I thank everyone, and I say God bless this administration and God bless Cross River State,” the new Head of Service concluded.
