NiMet Begins Implementation of Balanced Scorecard to Boost Efficiency and Service Delivery

The Nigerian Meteorological Agency (NiMet) has commenced the implementation process for a Balanced Scorecard Performance Management System, a strategic tool aimed at improving institutional efficiency, accountability, and alignment with national development goals.
The initiative was introduced during a kick-off meeting held on Tuesday at the agency’s headquarters in Abuja, with Directors and senior management staff in attendance.

Declaring the session open, the Director General/CEO of NiMet, Prof. Charles Anosike, said the adoption of the Balanced Scorecard marks a new phase in the agency’s internal transformation. He reaffirmed management’s commitment to staff welfare and capacity development, in line with the Renewed Hope Agenda of President Bola Ahmed Tinubu and the performance bond signed with the Minister of Aviation and Aerospace Development, Mr. Festus Keyamo, SAN.
“We are starting a new journey at NiMet as we prepare to roll out a Balanced Scorecard Performance Management System. It is one of the global management tools organizations use to translate strategy into performance,” Anosike said. “This meeting will help us improve our strategy formulation and create room for enduring creativity in the agency.”
He underscored the growing importance of intangible assets—such as human resources, innovation, intellectual property, and data—in today’s knowledge-driven economy. According to him, the Balanced Scorecard will help NiMet ensure proper alignment between strategy and individual objectives, giving staff a clearer understanding of their roles in achieving the agency’s mandate.
Guest speaker and Founder/CEO of Balanced Scorecard West Africa, Mr. Kayode Sufianu, commended NiMet for taking a decisive step toward institutionalizing a globally recognized performance framework. He described the Balanced Scorecard as “a powerful structure for turning strategy into measurable outcomes,” adding that NiMet’s adoption reflects strong leadership commitment to accountability, innovation, and improved public service.
Prof. Anosike noted that modern institutional value is no longer measured solely by financial or physical assets. Instead, he said, real value now lies in people’s ideas, customer relationships, innovation, and a strong organizational culture.
He described the session as a foundational step toward a demanding but rewarding transformation journey and encouraged staff to fully embrace the performance management system. “While strategy sets the direction, successful organizations distinguish themselves by how effectively they implement, execute, and sustain their goals,” he said.
