1) Devolve Power

2) Devolve Resource Control

3) Decentralize the Police by

i. Allowing States to create state police forces

ii. Local Gov’ts to have Autonomous Council Police Units with Clauses answerable to the State Police Force

iii. Create a Federal Police Bureau with powers to take over matters that would fall into Federal Crimes and Federal Cases
