Nigeria Pushes Correctional Reforms to Address Overcrowding, Rights Violations

Stakeholders have acknowledged the deep-rooted challenges affecting Nigeria’s correctional system, including overcrowding, prolonged pre-trial detention, and gaps in the implementation of legal frameworks, during a high-level engagement convened by the Ministry of Interior.


The gathering brought together major actors from government, the justice sector, security agencies, civil society organisations, and development partners to validate the report of the Independent Investigative Panel on alleged corruption and other violations within the Nigerian Correctional Service.
In his keynote address, Minister of Interior, Dr. Olubunmi Tunji-Ojo, stated that the establishment of the panel was driven by a deliberate decision to conduct a comprehensive and sincere assessment of the issues rather than a superficial review.
The panel, which was inaugurated on November 24, 2024, completed its assignment after 16 months of extensive investigation, stakeholder consultations, and detailed analysis.
Dr. Tunji-Ojo noted that the panel’s work marks a major step toward enhancing transparency, accountability, and institutional integrity within the correctional system.
The investigation followed serious allegations, including corruption, abuse of authority, and human rights violations in correctional facilities.
Key recommendations from the engagement include the expansion of non-custodial measures, improved access to justice, protection of vulnerable groups, strengthened oversight and accountability mechanisms, as well as better welfare and working conditions for correctional personnel.
The Minister stressed that correctional facilities must move beyond mere custodial functions to become centres focused on reformation, rehabilitation, reintegration, and overall societal transformation.
Also speaking, Attorney-General of the Federation, Prince Lateef Fagbemi, SAN, commended the Minister for his leadership and reaffirmed the government’s commitment to promoting human rights through stronger institutional frameworks.
Stakeholders at the event resolved to build a correctional system that is humane, efficient, transparent, and aligned with national priorities and international human rights standards, signalling a significant step toward lasting reform.
