Ambassador Samantha Simeon Celebrates Chief Wellington Okirika, Hails His Enduring Legacy on Birthday

Tributes poured in from across the Niger Delta over the weekend as community leaders, admirers, and public figures celebrated the birthday of Chief (Dr.) Wellington Okirika, CON, the Bolowei of Gbaramatu Kingdom, in recognition of his lifelong service to justice, equity, and regional development.
Leading the tributes was Ambassador Dr. Samantha Simeon, who described Chief Okirika as “a remarkable leader whose life story, as captured in his autobiography, continues to inspire generations with its message of resilience, vision, and public service.”

Chief Okirika, widely revered for his role in advocating for resource justice in Nigeria, is best remembered for championing the implementation of the 13% derivation principle enshrined in the 1999 Constitution. His relentless pursuit of equity for oil-producing communities earned him the enduring title “Mr. 13%”—a symbol of visionary leadership and steadfast advocacy.
“Chief Okirika has been a guiding light for many,” Ambassador Simeon said. “His leadership transcends politics; it reflects a deep commitment to justice, equity, and unity within our diverse communities.”
The celebrant’s autobiography, a compelling account of his personal journey and political activism, continues to resonate widely. It chronicles his early struggles, his steadfast commitment to the Niger Delta cause, and his vision for a more inclusive and prosperous Nigeria.
Beyond his advocacy, Chief Okirika founded the Host Communities of Nigeria Producing Oil and Gas (HOSTCOM)—a groundbreaking platform that provided structure and a unified voice for oil-producing communities.
“He believed in development that reached the grassroots, and his work with DESOPADEC proved what was possible when leadership is rooted in sincerity and service,” Ambassador Simeon noted.
“The launch of his biography is not just a tribute—it is a call to action,” Simeon stated. “To continue the fight for fairness, to uphold the legacy of resource justice, and to ensure that the principles he stood for do not fade with time.”
