India, Africa Set for ‘Transformational’ Summit as Envoy Seeks New Era of Strategic Partnership

The fourth edition of the India-Africa Forum Summit IV scheduled for May 31 in New Delhi will mark a “defining moment” in India-Africa relations, according to G.

Balasubramanian, who says both regions are poised to deepen cooperation across trade, infrastructure, technology, security, and development.

In an op-ed ahead of the summit, the Indian envoy described the gathering as a “watershed moment” capable of reshaping the future of cooperation between India and African nations amid shifting global economic and geopolitical realities.

The India-Africa Forum Summit IV, first launched in 2008, serves as the highest institutional platform for India’s engagement with Africa, covering political dialogue, economic cooperation, security collaboration, cultural exchanges, and people-to-people relations.

Balasubramanian said the summit comes at a time when both India and Africa are emerging as influential economic and strategic players on the global stage.

“India and Africa have long been bound by ties of history, culture, and shared aspirations,” he said, adding that both sides are now “reimagining” the relationship for the 21st century.

He referenced the policy direction outlined by Narendra Modi during his address to the Parliament of Uganda, where the Indian leader unveiled 10 guiding principles for India’s engagement with Africa, including prioritising Africa in India’s foreign policy and expanding cooperation on climate change, trade, and counter-terrorism.

According to the envoy, Africa has become the second-largest recipient of India’s overseas development partnership support, reflecting India’s growing commitment to the continent.

He disclosed that India has extended more than 190 Lines of Credit worth over $10 billion to 41 African countries, alongside over $4.5 billion in completed projects spanning energy, transport, water supply, and digital infrastructure.

“These are transformational investments in sectors that directly impact the lives of African citizens,” he stated.

The envoy also stressed that the global landscape has changed significantly since the last summit held in 2015, noting that both India’s economy and Africa’s economic influence have expanded rapidly over the past decade.
“This is not the time for incremental engagement — it is the time for transformation,” he declared.

Highlighting Nigeria’s strategic importance, Balasubramanian described the country as Africa’s largest economy and a critical partner in the next phase of India-Africa cooperation.

He said the summit would provide opportunities for Indian and Nigerian businesses to build partnerships in technology, manufacturing, infrastructure, energy, and innovation.

The envoy called on governments, businesses, civil society groups, media organisations, and young people across both regions to actively participate in shaping the future of the partnership.

Invoking the African philosophy of “Ubuntu” and India’s “Vasudhaiva Kutumbakam” — meaning “the world is one family” — Balasubramanian said both regions share common values rooted in cooperation, inclusion, and human development.

He added that the summit would serve as an opportunity to renew commitments toward inclusive growth and stronger South-South cooperation between India and Africa.
