DICAN Int’l Confab: EU Envoy, Top Security Chiefs to Lead High-Level Panel on Foreign Policy and Global Security

The European Union Ambassador to Nigeria and ECOWAS, H.E. Ambassador Gautier Mignot, is set to headline a high-powered panel at the upcoming international conference of the Diplomatic Correspondents’ Association of Nigeria (DICAN), scheduled for July 24, 2025.
Themed “Nigeria’s 4Ds Foreign Policy Strategy Amidst Global Security Challenges, Strategic Misperceptions, and the Age of Disinformation,” the conference will gather top national and international stakeholders to critically examine Nigeria’s foreign policy thrust and global security positioning.
Ambassador Mignot will be joined on the panel by Nigeria’s National Security Adviser, the Director General of the National Intelligence Agency, the Chief of Defence Staff, prominent scholars, and a media expert. The session aims to interrogate Nigeria’s evolving foreign policy architecture and its alignment with regional and global security realities.
Minister of Foreign Affairs, Ambassador Yusuf Maitama Tuggar, will deliver the keynote address, while Professor Sheriff Ghali Ibrahim of the University of Abuja will serve as the lead discussant.
A central focus of the deliberation will be Nigeria’s “4Ds” foreign policy framework, Democracy, Development, Diaspora, and Demography and its role in confronting new threats, reshaping strategic narratives, and enhancing the country’s international profile.
According to DICAN, the conference will also provide a crucial platform for dialogue, strategic engagement, and partnership-building particularly with the European Union in efforts to foster peace, cooperation, and stability across Africa.
The event will host an impressive lineup of participants, including former Presidents, serving and former State Governors, Ministers, lawmakers including Rt. Hon. Ndudi Elumelu, heads of government agencies, over seventy diplomats, academics, and strategic actors from the foreign policy and national security community.
