Forged State House Letter Backed PFIPC Recognition – AGF

The Accountant-General of the Federation (AGF), Shamseldeen Ogunjimi, has disclosed that a forged letter purportedly issued by the State House misled government authorities into granting official administrative recognition to the alleged Presidential Foreign Investment Promotion Council (PFIPC).

Speaking before the House of Representatives Ad Hoc Committee investigating the PFIPC, Ogunjimi explained that his office approved an administrative code for the council after receiving what appeared to be an authentic communication from the State House. However, ongoing investigations have indicated that the Presidency never issued the document.
The AGF said that while his office processed the organisation’s requests for self-accounting status, Treasury Single Account (TSA), and domiciliary accounts, no public funds were released to the council. He noted that its request for a ₦27.4 billion establishment grant was rejected because there was no budgetary provision for the allocation.
Ogunjimi further informed the lawmakers that the Central Bank of Nigeria (CBN) opened two domiciliary accounts for the organisation, but the accounts never became operational because the conditions required for their activation were not met.
