Ghana’s Parliament Approves Controversial Anti-Gay Bill With Key Exemptions

The Parliament of Ghana has passed the controversial Human Sexual Rights and Family Values Bill, 2025, widely known as the anti-gay bill, after adopting a number of amendments.

The bill, which aims to criminalise LGBTQ-related activities, was approved with certain exemptions designed to protect specific individuals and institutions from sanctions under the law.
Under the revised legislation, lawyers who provide legal counsel or representation to persons identified as LGBTQ will not be punished. Journalists and media organisations reporting on LGBTQ issues or current affairs in the course of their professional duties are also exempted from sanctions.
Additionally, healthcare professionals offering medical, psychological, counselling, surgical or related services to LGBTQ individuals will not face penalties under the law.
