Tuggar Strengthens Reform Legacy as ICRC Clears ASFAAR.NG Digital Diplomatic Platform

The Ministry of Foreign Affairs has welcomed the issuance of a Full Business Case (FBC) Compliance Certificate for the National Digital Diplomatic Platform, ASFAAR.NG, describing it as a landmark achievement in Nigeria’s continuing reform of its diplomatic and migration management architecture.
The certificate was granted by the Infrastructure Concession Regulatory Commission (ICRC), affirming that the project complies fully with the ICRC Establishment Act, 2005, as well as the National Policy on Public-Private Partnerships.


According to the Ministry, the regulatory approval represents the highest level of technical, financial and legal scrutiny, and formally clears the path for implementation following endorsement by the Project Approval Board.
The Ministry emphasised that ASFAAR.NG goes beyond a routine technological upgrade, describing it as a strategic diplomatic instrument carefully structured to safeguard Nigerian citizens abroad and restore credibility to Nigeria’s outbound travel ecosystem.
Initially conceptualised to resolve coordination and compliance concerns surrounding Hajj and Umrah travel, the platform has since expanded into a robust, multi-country digital infrastructure designed to support visa facilitation and travel verification processes.
Through integration with the National Identity Management Commission (NIMC), the Nigeria Immigration Service (NIS), and relevant security agencies, the system will authenticate applicants using biometric and biographic data linked to the National Identification Number (NIN).
In addition, artificial intelligence tools will be deployed to assess risk profiles, identify fraudulent documentation, and channel high-risk applications through structured inter-agency vetting before submission to foreign missions. A secure diplomatic interface will also enable partner embassies, particularly across the Arab and Gulf regions, to receive verified applications with improved transparency and confidence.
The Ministry noted that the platform directly supports its constitutional and diplomatic responsibility to protect Nigerians overseas while strengthening bilateral relations.
Officials observed that visa overstays and documentation fraud have, in recent years, impacted Nigeria’s travel reputation. By institutionalising compliance and verification, ASFAAR.NG is expected to rebuild diplomatic trust and reinforce Nigeria’s standing in negotiations aimed at restoring and expanding visa quotas for genuine travellers.
The system will further enhance consular oversight by establishing a structured mechanism for monitoring outbound travel trends and enabling timely interventions where required.
Beyond migration management, ASFAAR.NG is designed to function as a data-driven governance tool, providing dependable intelligence on compliance indicators and demographic patterns to support national security coordination and evidence-based policy formulation.
The initiative is structured under a Design-Build-Finance-Operate (DBFO) Public-Private Partnership arrangement with GIIL Technology and Marketing Solutions Ltd.
With regulatory clearance secured, the Ministry has approved the project through the newly constituted Project Approval Board to facilitate execution of the concession agreement in accordance with the ICRC’s Unsolicited Proposal guidelines.
The Ministry reaffirmed its commitment to deepening Nigeria’s digital diplomacy framework, strengthening citizen protection mechanisms, and reinforcing confidence with international partners through structured, lawful and forward-looking reforms.
