NASC Confirms Emmanuel Odo as Clerk of the Senate, Appoints Ibrahim Sidi Acting Clerk of House of Reps

The National Assembly Service Commission (NASC) has confirmed the appointment of Mr. Emmanuel Odo as the substantive Clerk of the Senate and elevated Mr. Ibrahim Sidi as the Acting Clerk of the House of Representatives.

The decisions were among the key resolutions reached at the Commission’s 19th meeting held on Monday, January 20, 2026.

This was disclosed in a press release signed by the Director of Public Affairs, Mr. E. N. Anyigor, on behalf of the Executive Chairman of the Commission, in Abuja.

Mr. Odo had earlier been appointed Acting Clerk of the Senate on September 16, 2025, a position he has now been confirmed to hold substantively.

Similarly, Mr. Ibrahim Sidi, who was until his appointment a Director of Administration in the National Assembly, has been appointed Acting Clerk of the House of Representatives with effect from February 9, 2026. He will take over from Dr. Yahaya Danzariya, who is scheduled to retire from the National Assembly Service on February 8, 2026.

In addition to these appointments, the Commission approved the appointment of several officers as Acting Secretaries to key directorates.

They include Fortune Ihuamaduenyi (Protocol and Inter-Parliamentary Relations), Asien Fatima Nana (Zonal Liaison Offices), Engr. Bashir Layya (Estate and Works, with effect from February 3, 2026), Siyaka Wahab Sadiq (Deputy Clerk Legislative, House of Representatives), and Dauda Bulama Bukar (Deputy Clerk Administration, House of Representatives).

The Commission also approved the redeployment of some senior officers to new roles. Mofoluwake Ogunbayo was redeployed from the Directorate of Special Duties and Parliamentary Security to serve as Secretary, Procurement and Supplies.

Kehinde Amos moved from Deputy Clerk, Human Resources (Legislative) to Deputy Clerk, Senate (Legislative), while Atiku Ibrahim was redeployed from Procurement and Supplies to Secretary, Finance and Accounts.

Others redeployed include Vivien Njemanze, who moved from Deputy Clerk, Human Resources (Administration) to Deputy Clerk, Senate (Administration), and Andrew Nwoba, who was redeployed from Zonal Liaison Offices to Secretary, Special Duties and Parliamentary Security.

The Commission noted that, except for the appointments of Mr. Ibrahim Sidi and Engr. Bashir Layya, all other appointments and redeployments take immediate effect.
