Alleged Misappropriation of ₦368M: Civil Group Issues 7-Day Ultimatum to FCC Ibadan Provost

A civil advocacy group has called for the immediate suspension of the Provost of Federal Cooperative College, Ibadan, following what it describes as the “disappearance” of ₦368.

2 million in capital funds through payments made in December 2025.

The Arise O Compatriots Initiative, in a statement signed by its Convener, Comrade Taiwo Adeniran, on Thursday, alleged that the College made three questionable payments totaling ₦368,211,207.

95 within a 10-day period at the end of last year.

“According to the group, payment records show that on December 21, 2025, Federal Cooperative College, Ibadan paid H & H Solutions Logistics Ltd the sum of ₦129,699,095.52. The payment description was listed as “capital building workshop and practical intelligence, internet of things and machine learning for recent ICT graduate Ogun Central Senatorial District.”

The group claims the description is “incoherent” and that the project “was never executed.”

On the same day, the College allegedly made a second payment of ₦196,847,962.33 to H & H Solutions Logistics Ltd. This was described as a final payment for “rehabilitation and reconstruction of some selected medical facilities in rural communities nationwide.” The statement from Arise O Compatriots noted that “no list of facilities” and “no locations” were provided for the project.

The third payment cited occurred on December 30, 2025. The group alleges that Tanidom Global Contractors Ltd received ₦41,664,150.10 for the “supply and installation of 1000KVA generator at Montgomery Polytechnic, Ikere Ekiti.” The statement questions why a federal college would fund a project at a private institution in another state.

In total, the group alleges that over ₦326 million went to H & H Solutions Logistics Ltd for projects it says have “no footprint,” while ₦41.6 million went to a private polytechnic.

Comrade Adeniran described the transactions as “budget misplacement and diversion,” adding that payment descriptions such as “practical intelligence” and “some selected facilities” are “designed to evade audits.”

Arise O Compatriots Initiative issued a 7-day ultimatum for the Provost to “step aside for a thorough investigation to save the reputation of the institution.”

The group’s demands are threefold:
That the Federal Ministry of Agriculture and Food Security, which oversees the College, should relieve the Provost of his duties pending investigation.

“That the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) should “trace every kobo, arrest the contractors involved, and recover the funds.”

“That the Office of the Auditor-General for the Federation should audit FCC Ibadan’s capital releases for 2024 and 2025.”

“The Provost is the chief accounting officer. No payment happens without his sign-off,” Adeniran stated. “This pattern shows gross incompetence or collusion. Both are disqualifying.”

The group warned that failure to comply with the ultimatum would compel it to “mobilize civil action and petition all relevant anti-graft agencies for his arrest and prosecution.”

Federal Cooperative College, Ibadan is one of Nigeria’s specialized tertiary institutions under the Federal Ministry of Agriculture and Food Security. Its mandate is to train manpower for the cooperative sector.

The allegations come amid heightened public scrutiny of end-of-year spending by Ministries, Departments, and Agencies, a period often flagged by civil society for rushed procurements.
