NDDC Proposes N1.75trn 2025 Budget as Senate Begins Physical Review of Projects (2021–2024)

The Niger Delta Development Commission (NDDC) on Tuesday presented a proposed budget of N1.75 trillion to the Senate for the 2025 fiscal year, as the upper chamber moves to commence a physical assessment of projects executed by the commission between 2021 and 2024.


The Senate Committee on NDDC, during the budget defence session, disclosed plans to carry out on-the-spot evaluations of ongoing and completed projects across the Niger Delta region.

Presenting the budget, the Managing Director and Chief Executive Officer of the NDDC, Mr. Samuel Ogbuku, explained that the proposed N1.75 trillion budget is nine per cent lower than the N1.985 trillion proposed and appropriated for the 2024 fiscal year.
Ogbuku stated that the 2025 budget proposal comprises N776.5 billion as contributions from the Federal Government, N752.8 billion from oil companies, N109.4 billion as revenue brought forward from 2024, N53.67 billion as recoveries from Federal Government agencies, and N8.35 billion as internally generated revenue.
He further disclosed that out of the estimated N1.75 trillion for 2025, a total of N1.631 trillion is allocated for project execution across the Niger Delta region, while N223 billion is set aside for internal project execution. Additionally, N47.56 billion is earmarked for personnel costs, and N49.929 billion for overhead expenses.
On the performance of the 2024 budget, which runs until December 31, 2025, the NDDC boss informed the committee, chaired by Senator Asuquo Ekpenyong (Cross River South), that as of October 31, 2025, the commission’s actual revenue stood at N1.985 trillion. This, he noted, exceeded the target of N1.911 trillion, largely due to the extension of the 2024 budget to December 31, 2025.
Following the presentation of the 2024 budget performance and the 2025 budget proposal by the NDDC Chairman, members of the committee held a closed-door session with him and other top officials of the commission.
Speaking after the closed-door meeting, Senator Ekpenyong said the committee resolved to embark on an extensive oversight tour of ongoing and completed NDDC projects across the nine Niger Delta states in January 2026.
He noted that critical reviews were carried out on the commission’s projects during the session, adding that the committee was satisfied with the level of work done so far but expects more in the coming fiscal year.
In line with a motion moved by Senator Ned Nwoko (Delta North) and seconded by the committee’s Vice Chairman, Senator Patrick Ndubueze (Imo North), the committee observed a minute’s silence in honour of the late Senator Peter Nwaoboshi, who chaired the committee during the 9th Senate and passed away penultimate week.
