The Federal Government has launched a nationwide programme to train, certify, and provide job opportunities for 100,000 construction artisans across Nigeria.

The initiative, known as the National Artisan Skills Acquisition Programme (NASAP), will run for three years and is being implemented in partnership with Polaris Capital Limited.

A Memorandum of Understanding (MoU) was signed on Tuesday between the Ministry of Housing and Urban Development and the private firm.

According to the Ministry, the programme is designed to bridge skills gaps in the housing and construction sector, modernise the country’s construction workforce, and boost employment.

Permanent Secretary of the Ministry, Dr. Shuaib Belgore, who signed the MoU on behalf of the government, said the initiative would strengthen technical capacity, create sustainable jobs, and promote inclusivity by engaging women, youth, and persons with disabilities.

The trades covered under the programme include bricklaying, masonry, plumbing, electrical installations, carpentry, painting, welding, tiling, plaster of Paris (POP) and screeding, upholstery, as well as air conditioning and refrigeration.

The partnership also includes a digital booking and verification platform to connect artisans directly to job opportunities, while generating revenue to sustain the scheme beyond the MoU period.

Chief Executive Officer of Polaris Capital Limited, Kelvin Vihishima, described the programme as a vital step in reducing unemployment and curbing quackery in the construction industry. He stressed that the training and certification process would help make skilled manpower available nationwide.

NASAP will be implemented in phases, starting with a pilot scheme targeting 3,000 artisans for six months of intensive training across three states. The nationwide rollout is expected in 2026, while Regional Centres of Excellence will be established in 2027.

The Ministry noted that the programme reflects its commitment to skills development, job creation, and sustainable urban growth.
